An OSPFv3 interface is waiting to receive a link-local address before it can go operationally up. The interface will not go operationally until it receives a link local address. It will not start sending hellos or form adjacencies until it receives the link local address. This will normally be a transient state, however if it persists it indicates that the physical interface has not been configured with a link local address.
If the interface fails to come up check that a link local address has been configured on the physical interface.
